The United Nations Human Settlements Programme (UN-Habitat) is the UN agency mandated to promote socially and environmentally sustainable towns and cities, with the goal of ensuring adequate shelter for all. As the focal point for urbanization and human settlement matters within the UN system, UN-Habitat works with partners to build inclusive, safe, resilient and sustainable cities and communities.
The Urban Economy Branch supports local governments in developing financial instruments and urban planning strategies that drive sustainable, socially inclusive and well-integrated urban development. UN-Habitat views urbanization as a transformative force that can reduce poverty, inequality and discrimination.
About the Strategic Plan (2026–2029)
UN-Habitat’s Strategic Plan for 2026–2029 (decision 2/6), approved in May 2025, targets the global housing crisis by prioritizing adequate housing, land, and basic services.
The plan seeks to:
- Address poverty, inequality, and climate challenges through a people-centered, rights-based approach.
- Strengthen commitments that ensure universal access to safe and affordable housing.
- Support the transformation and upgrading of informal settlements and slums.
Duties and Responsibilities
The selected candidate will support the mobilization of Eastern Europe, Caucasus, and Central Asia (EECCA) regions towards the World Urban Forum 13 (WUF13). Key responsibilities include:
- Supporting partners across the UN-Habitat network to promote sustainable urbanization.
- Contributing to strategies that strengthen inclusive and resilient cities.
- Facilitating collaboration among government institutions, international agencies, private sector actors and civil society.
- Promoting the goals of the Strategic Plan 2026–2029 within the EECCA context.
Qualifications and Experience
- Advanced degree (Master’s or equivalent) in Architecture, Urban Planning, Development Studies, Public Administration, or related fields.
- A first-level degree plus two additional years of relevant experience may be accepted in place of a Master’s.
- Minimum 7 years of progressively responsible experience in project management related to urbanization, housing, or strategic urban planning.
- Experience working with humanitarian and development partners within complex institutional environments.
- Strong understanding of urban development paradigms and the socio-political landscape in Eastern Europe, Caucasus, and Central Asia.
- International experience, especially within the UN system, is an added advantage.
