Scope of the Financial Audit in Kenya
Sign of Hope is seeking qualified auditors to conduct comprehensive financial audits for its ongoing projects in Kenya. The audits will focus on ensuring transparency, compliance, and efficient use of project funds. Key areas of the audit include:
- Accuracy of Accounting Records: Verification of completeness and correctness of all project-related accounts.
- Financial Reporting: Review of all project income and expenditure structured by budget lines.
- Budget Deviations: Analysis of expenditures exceeding or under the budget by more than 30%, including explanations where prior approval from BMZ was not obtained.
- Supporting Documentation: Verification of receipts and relevant documents for all project-related income and expenditures.
- Fund Management: Assessment of fund transfers, interest earned, and additional project-generated income.
- Compliance with Project Objectives: Evaluation of whether funds were used appropriately according to project goals.
- Efficiency & Cost-Effectiveness: Review of financial operations to ensure resources are utilized economically.
- Budget Adherence: Comparison of budgeted vs. actual costs in the currency of expenditure without conversion to Euros.
- Personnel Costs Compliance: Verification of staff costs and social security contributions against local regulations.
- Asset and Equipment Management: Assessment of the economical and purposive use of project equipment and capital items.
- Legal & Donor Compliance: Ensuring adherence to project agreements, annexes, contracts, and donor requirements.
- Local Partner Policies: Review of procurement, financial administration, human resources, and travel management compliance with local partner policies.

- Financial Proposals: Two separate proposals in Euros — one for the annual audit and one for the final audit.
- Qualification Certificate: From a recognized independent auditing authority (e.g., national association of auditors, chamber of commerce, or relevant institution).
- References: List of three previous clients.
